John P. Rutigliano, Senior Managing Partner  
Mr. John P. Rutigliano has more than 40 years of experience in civil and structural engineering. He specializes in complex structural systems, including earthquake and seismic engineering. His manages a wide spectrum of projects: institutional, military, bridges, education, aviation, sports, retail, commercial buildings, hotels, and museums. He is a licensed civil/structural engineer in Arizona, California, Hawaii, Indiana, Iowa, Massachusetts, Michigan, Minnesota, New York, North Carolina, Ohio, Washington and Wisconsin, a licensed structural engineer in Illinois and California, and a chartered civil/structural engineer in Germany, and the United Kingdom. He holds a bachelor’s degree in structural engineering from Massachusetts Institute of Technology.
 

Rick A. Angrisani, Principal  
Mr. Angrisani, a civil engineer with over 36 years of civil and urban engineering experience specializing in municipal projects. He serves a managing engineer on various assessment districts for numerous northern California municipalities. Expertise includes right-of-way engineering, single family and multi-family subdivision, urban stormwater mitigation and flood controls, water and wastewater engineering, highway and road engineering and construction management.
 

Michael V. Branzuela, Managing Partner  
Mr. Branzuela co-founded generationPIX a wireless product firm with over 30 carrier partners in 9 countries. Mr. Branzuela co-founded STA America (STAA), an IBM Global Services CSA contracting partner and software/IT services firm, serving Fortune 500 accounts including Safeway, Kaiser Permanente, Chase Manhattan, and Mercedes Benz. For Telecom Malaysia, Mr. Branzuela, re-architected the Malaysian Fiber Optic Backbone at a cost of 780 million dollars. In addition, Mr. Branzuela was Director of Business Development for Worldwide Capital Corporation (WCC), an investment banking firm and a senior consultant to the World Bank specializing in energy and telecommunications project finance and project development. Mr. Branzuela authored the World Bank study titled “The Philippine Strategic Energy Initiative” and conducted due diligence for large scale energy projects. In addition, Mr. Branzuela co-founded Veracom, a new vehicle dealership group with franchises in Ford, Mitsubishi, Honda and Volvo.
 

Jesse B. Cabellon, Managing Partner  
Mr. Cabellon is a licensed electrical engineer with 35 years of experience in various major infrastructure projects. In his career, he has worked for Bechtel and constructed major baseline power plants, utilities, and water and sewer treatment plants around the United States. In addition, he has provided planning engineering/implementation services to airports around the world. He provided construction management services to the San Francisco Airport’s International terminal, which included the design of the homeland security inspection systems that serve as a global standard for all airports around the world. He successfully secured funding for and completed homeland security projects for American Samoa and Saipan. He built among the first computerized train control system for San Francisco Muni’s mass transit system. He also completed projects for Bay Area Rapid Transit and the California Department of Transportation (Caltrans). Mr. Cabellon is a long time past adviser of CalTrans’ Small Business Council and BART’s DBE Advisory Council.
 

Daniel B. Valiao, Managing Partner  
Mr. Valiao has over 32 years of experience in civil engineering. He received his Bachelor Degree in University of Cordilleras -Baguio, Philippines and Construction Management in UC-Berkeley, California. His civil engineering expertise includes infrastructure planning and engineering; water and wastewater storage and distribution systems; storm water management and flood control systems; clean water monitoring; right-of-way engineering and subdivision; project manuals and specifications, code compliance, value engineering, constructability review and inspection. He successfully managed from inception to project completion series of government institutional projects both locally and abroad.
